A doozy is something extreme — extremely good, extremely bad, extremely strange, or just huge. “That was a doozy of a storm” means the storm was a really big one. The feeling is and mostly American. You would not put it in a careful school essay unless you want a talking-to-a-friend voice. It can praise or complain; the sentence around it tells you which.
