A dogcatcher is a person whose job is to catch stray dogs — dogs wandering in the street with no owner nearby — and take them in. The word is especially American, and it is a little old-fashioned now; many towns call the same work animal control, because the job often covers cats and other animals too, not only dogs. Though actually, in everyday talk dogcatcher still paints a clear picture: a local worker with a van and a pole or net. In US politics people also use it as the lowest little elected job they can think of. If they say someone “couldn’t get elected dogcatcher,” they mean that person is so unpopular they could not win even that. Kind, not grand; a job word, sometimes a joke.
