If you speak or write discursively, you move across many ideas or facts without always keeping one clear purpose in view. The adverb tells you how the talking or writing is done. A lecture can run discursively for twenty minutes and then snap back to the point. Though actually, in formal notes on student work it is often a polite way to say “this is rambling.” In casual speech you would more often say someone is going on and on, or jumping from thing to thing. Save the -ly form for the manner of the speech or the page, not as a fancy of “in a discussion.”
