Something discouraging makes you lose the confidence or the will to continue. Discouraging news, a discouraging look, a discouraging first month: the thing itself is doing the damage. It is the opposite feeling of encouraging. Though actually, English speakers use it for small things too — slow Wi-Fi, a long queue — not only for big life blows. You will meet it as an adjective in front of a noun more than as a heavy verb. The verb still exists: they are discouraging him from applying, meaning they are trying to talk him out of it, or taking the heart out of him.

From discourage, from Old French descouragier: des- + corage.
dis-「去掉」加 courage（勇氣），再加 -ing。
組成dis- (the opposite / away) + courage (the heart to go on) + -ing (makes the describing word: the thing that takes the heart out of you).
