It is a long, silly-sounding American word, and that is the point — you use it when you want “confused” to sound funny, not sad. You might say it after a long flight, a noisy family dinner, or a meeting that went in five directions. You would not put it in a serious report. Though actually, there is no tidy old Latin story here. It was made up in American English to sound like a fancy “dis-” word. The verb is discombobulate, but this -ed form is the one you hear most.
