DHSS was a British government department. The letters stand for Department of Health and Social Security. It looked after health, and also the money paid to people who needed help — if they were sick, out of work, and so on. In the late 1980s Britain split that big department. The money-help side became the DSS, and that name later changed again. books often say DHSS is simply the old name for the DSS; that is tidy, though actually DHSS was larger, because it covered health as well. Older people in Britain may still say “the DHSS” for the benefits office, the way people keep an old shop name after the shop has changed.
