Despotic describes a person, a government, or a way of using power that is like a despot: cruel, unfair, and unwilling to share control. A despotic ruler decides alone; a despotic style of management makes people afraid to speak. It can modify rule, power, regime, or behaviour. It is a formal, somewhat adjective — more at home in history, news, and serious talk than in chat. People do stretch it to bosses, coaches, or parents, and when they do it sounds strong, even a little theatrical: you are comparing an ordinary person to a cruel ruler. It does not name the person (that is despot); it names the quality.
組成despot (cruel, unfair ruler) + -ic (of that kind). From Ancient Greek δεσποτικός (despotikós) via French despotique.
