To desalinate water is to take the salt out of it — almost always sea water — so that people can drink it, cook with it, or water plants. Dry countries and some islands do this in big plants. It is a technical verb: news, science class, and water companies use it, not family dinner. Though actually, English speakers reach for the noun more often; they talk about a desalination plant more than they say we desalinate. You desalinate water. You do not desalinate a city, and you do not use this word for wiping salt off a plate.
