To demilitarize a place is to take the weapons and the soldiers out of it, so it cannot be used for fighting. Governments demilitarize a border, an island, or a zone, often because a peace agreement says they must. It is a formal, political verb. Though actually, some people also stretch it: they talk about demilitarizing the police, meaning take war-like guns and vehicles away from officers. That is the same idea — take the military stuff out — but it is not the old picture of a country. You demilitarize a PLACE (or, in that stretch, a force). You do not demilitarize a person going home from the army.
