To decriminalize something is the verb: a government officially decides that this thing is not a crime any more. You should not go to jail for it after that, and it should not sit on a criminal record. Though actually, the thing may still not be fully legal — shops may not sell it, and there may still be rules or a fine. Lawyers, activists, and newspapers use this word. Friends talking at a table more often say “they made it legal,” even when that is not quite true. You decriminalize an activity (drug possession, a kind of work), not a person.
