    Dastardly means very cruel or evil — but with a stage-villain flavour. Old adventure stories and cartoons love dastardly deeds, dastardly plots, a dastardly villain. Adults still use it, often with a raised , half joking, as if they are quoting a film. It is not the word you would pick for a serious news report about real harm; it sounds too theatrical, almost comic. The tone is “wicked in a storybook way,” not a calm legal word.
