In a way that is dangerous. It is often put in front of words like close, near, high, or low to say that a distance or an amount has reached a level that is not safe.

The adverb of dangerous: it says the action, or the level something has reached, sits close to the edge where harm starts. Very often it is not describing wild behaviour at all — it is measuring a distance or an amount and saying "this has gone past safe".
