Damnable means very bad or very annoying — damnable weather, a damnable mess. It sounds old, like something from a book or an old play; young people almost never say it. The older, heavier meaning is 'so bad it deserves hell', from the church use of damn. That meaning is still sitting under the everyday one, which is why the word feels stronger and more old-fashioned than annoying. Though actually, when people use it now they often just mean 'wretched' or 'this awful thing', not a real curse from God.
