It can mean watching someone's accounts again and again, sending messages they have asked you to stop, or using new names to keep reaching them. Police, lawyers, and safety teachers use the word. It is formal and serious, not a word for ordinary nosy clicking. Though actually, people sometimes stretch it to mean any online annoyance. The core idea is a campaign that follows the person across the net and will not let go.
