A cutoff is the point where something stops or is no longer allowed — usually a time, date, amount, or score. "The cutoff for applications is Friday" means Friday is the last day you can apply; after that, it's too late. It can also describe jeans someone has cut short into shorts — "a pair of cutoffs."
