It is a body-care word — not slang, not formal. In science the same family of ideas can mean a thin outer covering on a plant or an insect, but the meaning you meet in ordinary life is the one around your nails. English borrowed the word from Latin cuticula, a small 'skin' (from cutis, skin). It is a learned borrowing: a school-Latin word, not one that grew up in everyday English. It has a twin form, cuticula, from that same Latin word.
