Cute is sweet. Cutesy is cute with extra sugar, until some people find it . A cutesy card might be covered in tiny hearts, baby animals, and little phrases. A cutesy way of talking might be on purpose. The ending here is not kind: it says too much, and I do not like it. So cutesy is always a bit of a complaint, or at least a raised — about a style, a shop, a film, a message full of stickers, more than as a warm word for a person. You would not usually call someone cutesy to their face if you wanted to be nice. Though actually, one person's cutesy is another person's charming; the word tells you as much about the speaker's taste as about the thing.
組成cute + -sy: the -sy ending here makes 'cute' sound like too much, and not in a kind way.
