A cradle-robber is an informal, name for a person who is in a romantic or sexual relationship with someone much, much younger. The picture is ugly on purpose: as if the older person were stealing a baby from its cradle. Nobody means a real baby or a real crime; they mean the age gap feels too large, and they do not like it. It is often said as a joke behind someone's back, which does not make it kind. Traditionally people threw it at an older man with a much younger woman, but it can be aimed either way. It is social , not a legal term: two adults can still attract this name if one looks old enough to be the other's parent. British English more often says cradle-snatcher; Americans are more likely to say cradle-robber. Younger people may just say the relationship is creepy, or joke about a sugar daddy or sugar mummy, which is a different insult (that one is about money).
組成cradle (a baby's bed) + robber (someone who steals). The image is of stealing someone from the cradle — taking a partner who still seems almost a child.
