In England and Wales, the CPS is the government office that decides whether to take a person to court for a crime, and then argues the case in court. The police gather the facts; the CPS is the side that says we will charge this person, or we will not. It is not the police, and it is not the judge. The letters stand for Crown Prosecution Service — Crown here means the state, because in that legal system cases are brought in the name of the king or queen. This name is for England and Wales only. Scotland has a different office, and the United States does not use CPS for this job. Though actually, in American English the same three letters often mean a completely different office that looks after children in danger, so the abbreviation is easy to mix up if you only meet it online.
