Contentious describes a topic, issue, or decision that causes a lot of disagreement and argument — 'a contentious debate' means people have strong, opposing opinions about it, often with real tension. It can also describe a person who tends to argue a lot, who seems to enjoy disagreement. It's a formal word, common in news and workplace discussion of difficult topics.
