A concessionaire is the person or company that has been given the right to sell something in a place they do not own — food and in a stadium, drinks in a theatre, a stall at an airport. The right (or the stall) is the concession; the concessionaire is the one who holds it. In a more official register, a government can also grant a concession to run a road, a mine, or a public service, and that holder is a concessionaire too. It is a business and legal word, not a casual one for any shop on the street. The point is the special permission. You would not call an ordinary baker a concessionaire just because they sell bread.
