Conceptual means dealing with ideas, or based on them, rather than with things you can touch. A conceptual problem is a problem in how we think about something. Conceptual art cares more about the idea than about making a pretty object. A conceptual framework is a set of ideas you use to understand a topic. Though actually, this is a school-and-office word. Ordinary people more often say about the idea or in theory. In Taiwan classrooms you will hear it in essays, design, and business: conceptual design. It does not mean clever, and it does not mean confused. It just points to the idea-side of something, as opposed to the practical, hands-on side.

From Medieval Latin conceptuālis, from conceptus, past participle of concipiō 'take hold of; conceive'.

組成Borrowed from Medieval Latin conceptualis, from Latin conceptus (a thought taken in; a concept) + -alis (of that kind). In English you can feel it as concept + -ual: of a concept.
