Complected is used after words like light, dark, fair, or olive to talk about a person’s skin colour: light-complected, dark-complected. You almost never use it alone; it wants a word in front that tells you how light or dark. It is mainly American, and a little informal. Many careful writers prefer complexioned (fair-complexioned), or they just say fair-skinned or dark-skinned. Though actually, even in American English some teachers still wrinkle their nose at complected and call it loose or nonstandard — but people do say it, especially in speech and in older American writing. It does not mean “finished.” That is completed, a different word that only looks similar. And it is not a fancy way to say “complicated.”
