To present yourself, by your own choice, to give information or help — very often to the police or to people in charge. "Police are asking witnesses to come forward." It always suggests a little courage, because staying quiet was the easy choice. No object. (The plain physical meaning — walk to the front — also exists, but this is the one that matters.)
