If people do something collectively, they do it as a group, not one person acting alone. “The class collectively decided” means they decided together. You hear it in news, school reports, and meetings more than in chat; it feels a little formal. Though actually, it does not always mean everyone was happy and agreed. Often it just means “if you take them as one group” — for example, small farms collectively grow a lot of rice, even if each farm is separate.
