If people are coequal, they stand at the same level: same rank, same importance, same say. Neither is the boss of the other. It is a rather formal word, a little stiff for everyday talk. Most people just say equal or on the same level. You are more likely to see coequal in law, , or careful writing, when someone wants to press the point that the two sides match. Though actually, equal already does most of this work; the co- only “together, neither higher.” You can also meet it as a noun for a person at that same level, but the adjective is the usual one.
