If someone’s eyes are close-set, the two eyes sit near each other on the face, with only a small space between them. We almost always use this about eyes, not about other things. It is a calm describing word — you might read it in a story when a writer wants you to picture a face. It does not mean the eyes are shut, and it does not mean the person looks angry. Some people have close-set eyes; some have eyes set wider apart. It is just a fact about how a face is built.
