When a race, a game, or a vote is close-run, the winner only just wins. The two sides are almost even, and only a little bit — a few points, a few votes, a short space — decides it. British speakers use this a lot about elections and sport. You will also hear “a close-run thing,” meaning it nearly went the other way. Americans more often say a close race, or they only just won. It is ordinary English, just more British than American. It is about the result being tight, not about people running near each other, and not about shutting anything.
