In internet language, cloaking is a trick used on websites: the site shows one version of a page to a search engine and a different version to a human visitor. The false version is stuffed with popular search words so the engine ranks the site highly and sends a lot of people there. When a person arrives, they may see ads, a scam, or something that has little to do with what they searched for. Search companies treat this as cheating; a site can be pushed down or removed from results if it is caught. It is technical from SEO (the work of appearing in search), not everyday kitchen English, and it carries a bad smell — it is the dishonest kind of hiding. Though actually hiding a page from some visitors can be innocent in other software (showing a mobile layout, or blocking a tool that copies the site); cloaking as a search term means the bait-and-switch aimed at the ranking engine. It is not a magic invisibility cloak from a story, even though the metaphor is the same: cover the truth.

組成From cloak (to cover or hide, as with a long coat) + -ing (the practice). Here it means hiding a site’s real content from the search engine.
