Cllr is the written short form of councillor — an elected member of a local council, the people who help run a town, city, or district. You almost only see it on the page, before a name: Cllr Chen, Cllr Smith. Newspapers, council websites, and formal letters in Britain and some other places that use British-style local government use it so they need not write councillor every time. You would not normally say “Cllr” out loud; you would say councillor. It is not a job title like doctor in general speech, and it is not used in American writing the same way (the US says councilor, and does not lean on this abbreviation). Though actually the job is local politics, not national parliament: a councillor is closer to a city or county board member than to a lawmaker in the capital. Do not mix it up with counsellor, the person who listens and advises about feelings or school problems — different spelling, different job.
