CIS here is a short name for a group of countries: the Commonwealth of Independent States. When the Soviet Union broke apart in 1991, several of the new countries — Russia among them, and a number of neighbours that had been inside that union — formed this association so they could still talk, trade, and handle some shared problems. It is not itself a country, and it is not as tightly bound as the European Union; each member keeps its own government. Though actually the story is messy. Not every former Soviet country joined (the Baltic states went another way), some later back, and Ukraine moved away after conflict with Russia. You will see CIS in English news about that part of the world. The letters can also stand for other things in other lessons, and the little word cis (in chemistry, or in talk about gender) is a completely different word. This entry is only the post-Soviet group of states.
