Chronically means 'in a way that lasts a long time, again and again, without really stopping' - it's the opposite of a short, one-time problem. Someone who is chronically ill has been sick for a long time, maybe for life. A chronically underfunded school has never had enough money, year after year. Younger people online now also use 'chronically online' as a joking way to say someone spends way too much time on the internet and it shows in how they talk.
