If someone is chipper, they seem happy, bright, and ready — not wild, just in good spirits, as if they slept well. You hear it in speech more than in school books: 'You're looking chipper today,' often after someone has been ill or tired. It feels warm and a little old-fashioned; younger people may say fine, good, or in a good mood instead. Though actually, there are other chippers, and they are not this word's family. A chipper can be a machine that cuts wood into chips, or, in Ireland, a shop that sells fish and chips. Those nouns are chip + -er. The 'happy' adjective comes from an old local word , meaning nimble or frisky; nobody is quite sure where that came from, and it is not the smoked fish. Same spelling, different stories.
