Chiefly means mostly, but not completely. If a meal is chiefly rice, rice is the main part, though there is other food too. If a crowd is chiefly students, most of them are students, not all. It is a slightly formal word; in speech people often say mainly or mostly instead. You will see it a lot in textbooks and the news. There is also a rarer adjective chiefly, “of a chief,” but almost always meet the “mostly” adverb.
