They have passed a special set of professional exams and belong to a body that the state (in Britain, often by royal charter) has given the right to set those standards. The word sits in front of the job: a chartered accountant, a chartered . It marks a licence and a title, so it feels formal and proud — the kind of thing printed on a business card or an office door. In everyday British English it is very common; in other countries the local licence has a different name, but the idea is the same: you may not use the title until the professional body says you may. Do not mix this with chartered in “a chartered plane or boat,” which means hired for a trip. Same spelling, different job for the word.
