If lips or hands are chapped, the skin is sore, dry, and cracked. Cold air and wind do this a lot; so does washing your hands again and again without cream. People also say chapped skin on the face, or a chapped nose, but lips and hands are the usual pair. It is an ordinary home word, not medical and not rude. You can feel chapped, or talk about chapped lips. It is about the surface of the skin breaking, not about a deep cut and not about feeling sad (that is a different “hurt”).
