If someone is certificated, they have finished the training for a job and been given the official paper that says so — a teacher, an , a nurse, a coach. Schools and use it when the law or the employer cares that you hold that paper. It is more a British and formal-adjective word than everyday chat; in many places people just say qualified or licensed. Though actually it does not by itself mean “very good at the job” — only that the course was passed and the certificate was issued. A person can be certificated and still new.
