Cerebral literally means relating to the brain - a 'cerebral injury' is a brain injury. But it's also used more often to describe something that appeals to the mind and to thinking, rather than to feelings or the body - a 'cerebral film' makes you think hard rather than making you cry or laugh, and a 'cerebral person' solves problems mostly through logic and reasoning rather than instinct or emotion.
