Celebratory describes something you do in order to celebrate a particular event. A celebratory meal, a celebratory drink, a celebratory message: the point of it is joy for a win, a birthday, a new job, a festival. It is about purpose and mood, not about being famous — that is celebrated. Though actually, people stretch it a little: a “celebratory atmosphere” just means the room feels like a party. The word sounds rather formal; in easy talk many people just say they are celebrating, or they are having a party.
