A cedilla is the little hook or tail written under the letter c, like this: ç. In French, and in some other languages such as Portuguese, it tells you to say the c as an s sound, not a k sound, even when the next letter would normally make it k. So français has an s-sound in the middle. English borrowed a few of these spellings (façade, soupçon), though many people now just write facade. The mark is not an accent on top; it lives under the letter. In older Spanish the name meant “little zed”: the tail is what is left of an old form of the letter Z.
