This is with -ing on the end — not a new idea, just a new shape. As a noun it is the noise itself: that long, high, ugly cat-cry, or a person making a noise like it. As a verb form it is “happening now” or “the act of doing it”: she was caterwauling; the caterwauling went on all night. Same meaning as . People use it about cats, and they stretch it to bad singing and ugly shouting, always with a hint of “please stop.” Slightly old, slightly comic, more at home on the page than in casual chat.
