Catarrh is an old, mostly British doctor's word for the thick wetness that fills your nose and throat when you have a cold — mucus that blocks you, makes you cough, and makes your voice sound stuffed. American English almost never uses it; people there say congestion, mucus, or a head cold. Even in Britain it is fading; a young person is more likely to say they are bunged up. It is not the same as a thin, watery runny nose, though the two can travel together. Though actually, older medical English also used catarrh for that same thick inflammation further down, in the chest — so the tidy “nose and throat” picture is the common one, not the whole old meaning. You may still meet it on medicine packets and in older books. It names the mucus problem, not the whole illness.
