Short of money — not able to pay for the things you want or need right now. This one works for both people and organisations: a cash-strapped student, a cash-strapped family, a cash-strapped city government. It is common in newspapers and normal conversation alike, and it is gentler than "poor". "Poor" sounds like a permanent condition and can sound like a judgement; cash-strapped sounds like a squeeze — you might have a house, a job, even assets, but the money is not free at the moment. A cash-strapped company can own a factory and still not be able to pay its staff on Friday. It nearly always sits in front of a noun. The picture is of a strap or belt pulled tight around you: you can feel the pressure, you cannot move much.
