A carve-up is an arrangement in which two or more people, companies, or governments divide something among themselves even though it is wrong — they split the prize and leave out the people who should have had a say. You hear it in news and : a carve-up of land after a war, or of a market so each company keeps its piece and nobody has to compete. The tidy word would be sharing; the real feeling is they helped themselves.
