Someone whose job was to drive a cart — a wooden wagon pulled by a horse — and carry goods from place to place. This was everyday work before trucks and vans. You will find it in history and in old stories, not on a modern job list. Though actually, you will meet Carter far more often as a family name. In England the name usually came from the job: an drove a cart. In Ireland, some people named Carter got the name another way, from Irish Mac Artúir, “son of Arthur.” So the surname is not always the occupation in disguise, even when it looks like it.
