If someone's hair is carroty, it is a strong orange-red, like a carrot. You say it about hair, not about food, and it is a little old-fashioned and a little teasing — not a cruel word, but not one you put on a form either. People more often say ginger (especially in Britain) or red-haired. Though actually, carroty is more about that orange shade than about every kind of red hair. Dark auburn is red too, but it is not carroty.
