Callousness is the quality of not caring that other people are suffering. It names the itself, not the person. You might speak of the callousness of a comment, a policy, or someone's silence after harm. It is a formal, heavy word; in easier English people say or just how cold that was. Though actually, because it grew from the picture of hard skin, it still carries the idea of feeling that has gone numb, not merely being busy or shy.
