If something is burdensome, it sits on you like extra weight: it makes more work, more worry, or more rules to follow. A tax can be burdensome; so can a long form, a duty to look after someone, or a rule that sounds small until you try to live with it. It is a somewhat formal, serious word — more at home in news and school writing than in chat. It is about trouble and load, not only about something heavy in your hands.
