When someone speaks brokenly, the sentences do not come out whole. They stop, start, leave gaps — not because their English is weak, but because the feeling is too big (tears, shock, love, anger). You meet this word in stories and news reports more than in speech. A writer will put “he said brokenly” to show you the voice is cracking. Ordinary people almost never say the word out loud about themselves. Though actually, broken has another famous use that is not this one: “broken English” means English with gaps and mistakes, because it is not the speaker’s first language. Brokenly in this entry is not about language skill. It is about emotion getting in the way of a smooth sentence.
