If something is brimful, it is full right up to the brim — the top edge — so full that a little more would spill. A cup can be brimful of tea. People also use it for feelings and qualities, not only liquids: a person brimful of ideas, a letter brimful of thanks, a voice brimful of excitement. The picture is the same: nothing more will fit. It is a little more literary than plain full; you meet it in stories and careful speech more than in quick chat. The usual pattern is brimful of something.
